The ASF is a 501C3 non-profit corporation in the US - and there's a lot going on the corporate side of the ASF, to keep the corporate records and infrastructure that the many Apache projects you use working.

Create an [VP and] Executive Committee charged with establishing and managing legal policies based on the advice of legal counsel and the interests of the Foundation.
Oversee decisions and documentation of any legal questions by projects.
Interactions with VP Legal and with the committee should occur in the following ways.
In cases of 1-3 if there is some lasting update that requires update to our policies, or some other means, then those updates will be enacted by VP, Legal to the website and pushed in a more static permanent, and possibly public URL.
