The ASF is a 501C3 non-profit corporation in the US - and there's a lot going on the corporate side of the ASF, to keep the corporate records and infrastructure that the many Apache projects you use working.

F. Treasurer and Assistant Treasurer. The Treasurer shall have custody of all corporate funds and financial records, shall keep full and accurate accounts of receipts and disbursements and render accounts thereof at the annual meetings of members, and shall perform such other duties as may be prescribed by the Board Chair, the President or the Board of Directors. The Assistant Treasurer, if one is appointed, shall render assistance to the Treasurer in all of the responsibilities described above.
Ensure corporate finances are tracked and disbursements are processed.
