 Are we ready to appoint someone?

 The discussion at https://s.apache.org/vpdataprivacyfeb2019 seems to indicate
 consensus for John Kinsella who volunteered - and Mark's message to members@
 got no replies.

 By unanimous consent, the board appoints John Kinsella to the position
 of VP, Data Privacy.

 Chris Mattmann resigned. Jim Jagielski has volunteered for that role.
