 Should we require member-private mail subscribers to register emails?
 Some private mailing lists are restricted to ASF Members, however
 Members sometimes subscribe using new email addresses.  Various
 automated tools could work better if we required using an existing
 LDAP listed email address.

 @Greg: Write up a proposed resolution to require tooling to validate
 email addresses are in LDAP
