We need to determine what needs to be done with regard to copyright notices in imported files (such as the Derby sources), and in files or contributions originating outside the ASF in general. Perhaps changing the [IC]CLA forms to assign copyright rather than licensing it, or changing the copyright notice we add to apply to the project rather than the individual file (Jennifer's suggestion), or ...
